DVR-167: set default bootcmd and bootdelay as fallback

Hosseini requested to merge DVR-167-uboot-env-variable-lost into main

Add default bootcmd and bootdelay configurations to cover cases where the u-boot environment partition becomes lost or erased. This ensures the system can still boot using the compiled-in defaults when the environment storage is corrupted or unavailable.
